Why can't I just use WhatsApp for free?

Is VoIP legal in India?
Outbound VoIP calling from India to international numbers (and vice versa) is legal under TRAI regulations. The restriction in Indian law is on VoIP-to-PSTN calls within India routed through unlicensed gateways. VoixCall is used by NRIs to call Indian institutions from abroad, by Indians calling international landlines, and by exporters calling Chinese suppliers โ all fully compliant use cases.
